摘 要:随着国家一系列鼓励科技创新、促进科技成果转移转化政策的出台,各高校的新型研发机构已呈现井喷态势。然而,新型研发机构在快速发展的同时,也受到了一些制约因素的影响,因此已逐渐触及各类瓶颈问题。文章对高校新型研发机构存在的问题进行了原因层面的深度剖析,针对这些原因,设计了解决该问题的基本研究框架。应用该框架,从目标、模块和因子3个层面,找出了影响该问题的主要因素。并应用解释结构模型方法,通过对因素邻接矩阵和可达矩阵的迭代运算,将因素的重要性按照从低到高划分为3个层次。最后,针对这些因素,提出了高校新型研发机构的发展对策。With the introduction of a series of national policies to encourage sci-tech innovation and promote the transfer and transformation of sci-tech achievements,the new R&D institutions in colleges and universities have shown a blowout situation.However,with the rapid development of new R&D institutions,they are also affected by some constraints,so they have gradually touched all kinds of bottleneck problems.In this paper,the problems of new R&D institutions in colleges and universities are deeply analyzed,and the basic research framework is designed to solve these problems.Applying the framework,the main factors affecting the problem are found out from three aspects of objectives,modules and factors.The importance of factors can be divided into three levels from low to high by using the interpretive structure model and iterative operation of adjacent matrix and accessibility matrix.Finally,in view of these factors,this paper puts forward the development countermeasures of new R&D institutions in colleges and universities.
