当前国内数字政府研究进展与趋势--基于CiteSpace软件的文献计量分析

摘　　要：自现代信息技术运用于政务服务以来,数字政府受到了各学科研究者的广泛关注。以1999—2020年中国知网数据库中收录的有代表性的609篇数字政府相关文献为研究样本,借助CiteSpace 5.7.R2软件对该领域的主要议题、演进脉络和研究趋势进行了梳理,发现已有文献主要围绕政府和政务的电子化、智慧化等主题展开研究。数字政府研究可以分为萌芽期、发展期和活跃期,数字政府的形态也经历了电子政府、数字政府1.0、数字政府2.0的演进。未来,随着数字政府研究的深入,学者应加强与非政府组织及企业的合作研究,在研究方法上应更加注重科学的实证分析,使数字政府研究结果与建设实践相辅相成,推动国家治理能力和治理体系现代化及数字中国的实现。Since the application of modern information technology in government services,digital government has been widely concerned by researchers in various disciplines and becomes a research hotspot in academic circles.Taking 609 articles of Chinese core and CSSCI collected in CNKI database from 1999 to 2020 as research samples,this paper sorts out the main topics,evolution and research trends in this field with CiteSpace 5.7.R2 software,and finds that the existing literature mainly focuses on the topics related to the digitalization and intellectualization of government and government affairs.Digital government research can be divided into embryonic period,development period,and active period.In the process,the form of digital government has also experienced the evolution of e-government,digital government 1.0 and digital government 2.0.With the deepening of digital government research in the future,scholars should strengthen cooperative research with non-governmental organizations and enterprises,and pay more attention to scientific empirical analysis in research methods,so as to make digital government research and practice complement each other,and to promote the modernization of national governance capacity and governance system as well as the realization of digital China.
