摘　　要：开发数据环境正创造出越来越多的信息和数据,让人们尽享信息带来的便利与效益,又要面对社会信息公平并未实现的尴尬状况。充分把握数据开放环境下推动社会信息公平的重要价值——促进信息资源分配、保障公民合法权益、推动经济社会发展、提升公共服务质量、积极监督政府履职。深入分析机制不够完善导致信息不平、权利意识薄弱导致信息不平等开放数据环境下社会信息公平建设面临的实然困境。通过健全机制、发挥科技优势、强化数据库建设,通过公民层面和组织层面的共同努力,找到推动社会信息公平建设的治理策略,推动社会信息公平的早日实现。The development of data environment is creating more and more information and data,which makes people enjoy the convenience and benefits brought by information,and also face the embarrassment situation that social information fairness has not been realized.We should fully grasp the important value of promoting social information fairness in the open data environment:promoting the distribution of information resources,protecting the legitimate rights and interests of citizens,promoting economic and social development,improving the quality of public services,and actively supervising the government in performing their duties.The lack of perfect mechanism leads to information unfairness and weak rights awareness,and leads to the real dilemma faced by the construction of social information fairness under the open data environment.Through the improvement of mechanism,giving full play to the advantages of science and technology,strengthening the construction of database,and through the joint efforts of citizens and organizations,we can find the governance strategies to promote the construction of social information fairness,and promote the early realization of social information fairness.
