公共研究资源分配中的公正问题——以被忽视的热带疾病(NTDs)研究为例

摘　　要：长期以来,公共研究资源的分配以社会总体福利作为标准。这种以功利主义原则为基础的分配标准,导致发生于特定群体的类如被忽视的热带疾病(NTDs)的某些疾病并没有获得足够的公共研究经费。这些严重的疾病及其研究被长期忽视,产生社会公正问题。因此,公共研究经费的分配应充分考虑群体之间的分配,以罗尔斯的公正原则来衡量分配的标准。Public research resources allocation has taken total social welfare as a standard,for a long time.This allocation criteria,based on the principle of utilitarianism,cause certain diseases ocurred in the particular groups,such as neglected tropical diseases(NTDs),did not get enough public research funding.These serious diseases and their studies have been neglected for a long time,which produce social justice problem.Therefore,the allocation of public research funding should take the allocation among groups into full consideration and measure the criteria for allocation according to Rawls’principle of justice.
