摘　　要：在中国乡村振兴战略实施过程中,新型职业农民教育培训工作是实现巩固拓展脱贫攻坚战成果、加快推进现代化农业发展的重要课题。新型职业农民教育培训权构建对保障农民基本权利、实现现代化农业发展、推动城乡发展一体化、加快中国法治化进程、构建社会主义和谐社会具有重要意义。本文基于新型职业农民发展现状,以构建新型职业农民教育培训权为主线,针对当前培育新型职业农民过程中存在的问题,提出相应的对策建议。建立完善的法律体系,实现新型职业农民教育培训的规范化;明确教育培训对象,提高新型职业农民教育培训的针对性;优化教育培训机制,增强新型职业农民教育培训的有效性与灵活性;明确资金来源,落实新型职业农民教育培训资金监管机制;加强组织领导,提高新型职业农民教育培训体制实施的科学性。During the implementation of the rural revitalization strategy,the education and training of new vocational farmers is an important issue to consolidate and expand the achievements of poverty alleviation and accelerate the development of modern agriculture.The construction of new vocational farmers'education and training rights is of great significance to protect the basic rights of farmers,realize the development of modern agriculture,promote the integration of urban and rural development,accelerate the process of China's rule of law,and build a socialist harmonious society.Based on the current situation of the development of new vocational farmers,this paper takes the construction of new vocational farmers'education and training right as the main line,and puts forward corresponding countermeasures and suggestions in view of the problems existing in the process of cultivating new professional farmers.The suggestions are as follow.First,we should establish a perfect legal system to realize the standardization of new vocational farmers'education and training.Second,it’s important to make clear objects of education and training,and improve the pertinence of new vocational farmers education and training.Third,optimizing the mechanism of education and training,enhancing the effectiveness and flexibility of new vocational farmers'education and training is another important channel.Fourth,making clear the source of funds,the implementation of new vocational farmers education and training fund supervision mechanism.Fifth,strengthening the organization and leadership,and improving the scientific nature of the implementation of the new vocational farmer education and training system.
