论靶向整治形式主义官僚主义的制度导向

摘　　要：制度导向是靶向整治形式主义、官僚主义的根本措施,具有治本作用。通过清晰的制度规范和界定功能导向,从可适用于追责惩戒的制度层面定义形式主义、官僚主义,从而为靶向精准识别形式主义、官僚主义,并对其进行精准施治提供有力法理支撑;通过清晰的制度强制和惩戒功能导向,对适用主体违反制度的行为进行适度的、公正的惩罚,精确整治形式主义、官僚主义;通过清晰的制度激励和引导功能导向,使党内激励机制和引导机制法规化,拧紧领导干部世界观、人生观、价值观“总开关”,精心预防形式主义、官僚主义。Institutional orientation is a fundamental measure to deal with formalism and bureaucracy,which has a fundamental effect.Through clear institutional norms and functional orientation,formalism and bureaucracy are defined from the institutional level applicable to accountability and punishment,so as to provide strong legal support for targeting and accurately identifying and administering them.Through clear institutional enforcement and disciplinary function guidance,appropriate and fair punishment shall be given to the behavior of the applicable subjects in violation of the system,and formalism and bureaucracy shall be accurately rectified.Through clear institutional incentive and guidance function,the inner-party incentive mechanism and guidance mechanism should be regularized,the“master switch”of leading cadres'outlooks on the world,life,and values should be tightened,and formalism and bureaucracy should be carefully prevented.
