摘　　要：改革开放以来,中国对外开放历经了三次大的浪潮。从2001年到2012年,以加入世界贸易组织为主要标志,中国掀起了对外开放的第二次浪潮。党的十八大以来,以共建“一带一路”为主要标志,中国开启了对外开放的第三次浪潮。从加入世界贸易组织到共建“一带一路”,中国全面融入和引领世界经济,成为世界经济增长的主要稳定器和动力源。未来,新兴市场和发展中经济体复苏和增长前景不容乐观,需要开辟世界经济增长的新引擎,构建“一带一路”创新与生产共同体不失为一种重要思路,具体路径包括:坚持创新驱动发展,提升中国构建“一带一路”创新与生产共同体的引领能力;加强产业国际合作,推动中国与“一带一路”沿线国家共同产业升级;加强科技国际合作,推动中国与“一带一路”沿线国家共同技术进步。Since the reform and opening-up,China's opening to the outside world has experienced three major waves.From 2001 to 2012,with the accession to the WTO as the main symbol,China launched the second wave of opening-up.Since 2013,with the joint construction of the Belt and Road as the main symbol,China has embarked on the third wave of opening-up.From accessing WTO to jointlybuilding B&R,China has been fully integrated into and led the world economy while becoming the main stabilizer and power source of world economic growth.In the future,the recovery and growthof emerging markets and developing economies are not optimistic.It is necessary to open up a new engine for world economic growth,and it is an important idea to build a B&R innovation and production community.The specific path includes:insisting on innovation driven development and enhancing China's ability to lead the construction of the B&R innovation and production community;strengthening international industrial cooperation and promoting common industrial upgrading between China and the countries along B&R;strengthening international cooperation in science and technology to promote common technological progress between China and the countries along B&R.
