摘　　要：我国的区域合作正迈向高质量发展的新阶段。准政府组织、共设机关、办事协调及审议咨询机构是区域合作组织的三大类型。区域合作组织的主要制度和规范应当安排在地方组织法中,应当确立扩大地方自主权原则,应当着重在协定和章程、设置程序、职权职责、组织结构和人员、经费等方面进行规范设计。建构区域合作组织法规范时,要规定数个地方政府经协商签订协定后成立区域合作组织;准政府性区域合作组织经国家或上级机关批准后建立;组织结构坚持扁平化、基层化、队伍化方向,领导层应当由各成员单位人员共同组成;坚持职权职责法定原则,准政府型区域合作组织经严格程序设定职权职责,赋予下放事项建议权,共设机关执法时适用执法地法规规章或者文件;组织经费分配采用平均分担、多受益多承担、财力强多承担等方法,以法治推动全面的区域一体化发展。China’sregional cooperation is moving towards a new era of high-quality development.Quasi governmental organizations,joint organizations,and agreement organizations are the three types of regional cooperation organizations.The main system and norms of regional cooperation organizations should be arranged in the local organization law.The principle of expanding local autonomy should be advocated.We should focus on the standardized design of agreements and articles of association,establishment procedures,functions and responsibilities,organizational structure,personnel,funds,and so on.It should be stipulated that several local governments should establish regional cooperation organizations after signing agreements through consultation.Quasi-governmental regional cooperation organizations are established with the approval of the state or higher authorities.The organizational structure should be flat,grassroots and team oriented.The leadership shall be composed of members of all member units and adhere to the principle of statutory functions and responsibilities.Quasi-governmental regional cooperation organizations set up their functions and responsibilities through strict proceduresand are given the power to recommend matters.Joint organizations apply laws,regulations or documents of the place in law enforcement.The allocation of funds adopts the methods of equal contribution beneficiary contribution,and“financially stronger,morecontribution.”It’s crucial to promote the comprehensive development of regional integration with law.
