住房公积金、租房保障对新一代农民工留城意愿的影响研究--基于流动人口动态监测调查的实证分析

摘　　要：利用2016年流动人口监测调查数据,结合新一代农民工流动特征,系统考察了住房公积金缴存情况和租房保障享有情况对新一代农民工留城意愿的影响。研究表明,缴存住房公积金、享有租房保障均能显著提升新一代农民工的留城意愿,且享有租房保障对其留城意愿的边际影响更大。分样本的扩展分析及倾向得分匹配法的结果都支持上述结论。分样本的研究结果表明,租房保障对独自流动和没有孩子的农民工的留城意愿的影响更为明显。政府应增加公租房和廉租房的供给,并调整其申请规则以促进农民工留城。Using the dynamic monitoring survey data of floating population in 2016 and considering the characteristics of the new generation of migrant workers’floating,this article systematically examines the impact of housing provident fund and public rental housing on the new generation of migrant workers’willingness to stay in cities.The studies show that housing provident fund and public rental housing significantly enhance the willingness of the new generation of migrant workers to stay in cities,and public rental housing has a greater marginal impact.The sub sample analysis and propensity score matching method are applied to support the conclusion.Further,sub-sample results also show that public rental housing has greater impact on migrant workers with no family accompanied and migrant workers with no kid,which reflect the positive role of public rental housing in meeting the dwelling demand and thus enhancing the willingness to stay in the city.The government should increase the supply of public rental housing and low-rent housing,and adjust their application rules to promote migrant workers to stay in cities.
