摘　　要：稳定安全是改革发展的前提和基础,也是一种价值追求和工作目标。高校稳定安全事关每位师生员工合法权益,事关教育系统稳定安全,事关教育事业健康发展,事关国家稳定安全,事关社会和谐稳定,事关人民群众根本利益。西藏大学结合学习贯彻落实中央第七次西藏工作座谈会精神,构建"一统两保三化四实五防六治"稳定安全工作新格局,以推动学校稳定安全工作高质量发展。Stability and security is the premise and foundation ofreform and development,as well as a kind of value we pursue and a goal we work for.The stability and security of colleges and universities are related to the legitimate rights and interests of every teacher,student and staff member,and they are also connected with the stability and security of the education system as well as the healthy development of education,even the stability and security of the country,the harmony and stability of the society,and the fundamental interests of the people.After studying and implementing the spirit ofthe CPC Central Committee’s 7th Symposium on Work in Tibet,a new working patternhas been constructed for thestability and security of Tibet University so as to promote the highquality development of the work for the stability and security of the university.
