美国联邦公共图书馆政策中的三级政府分工模式及其启示

摘　　要：美国现代公共图书馆事业之所以成就斐然,联邦公共图书馆政策发挥了重要的指导与扶持作用。在联邦公共图书馆政策的制定与执行过程中,联邦政府负责全国宏观政策把控和杠杆拨款扶持;州政府作为央、地联系纽带,负责州公共图书馆调查和计划的制定与落实,并拨付相应的配套资金;地方政府则主动作为,为实现公共图书馆与社区融合发展提供财政支持。三级政府在合理分工的基础上实现了协调合作,成为美国公共图书馆事业发展的重要政策保障机制。The federal public library policies played a very important guiding and supporting role in the great achievements of the modern American public libraries.In the making and execution of the federal public library policies,the federal government issues macroscopic policies and support libraries with levering financial appropriations,the state government works as a federallocal link,makes and carries out the state library surveys and plans,and appropriates the match money,and the local government takes the initiative and invests greatly in the integrative development of public libraries in the local communities.Based on the rational division of work,the three-level governments collaborate,which works as a supporting mechanism for the American public library career.
