摘 要:目的建立疫情常态化防控期间集中隔离医学观察场所防输入扩散的风险评估方法。方法运用德尔菲法确定集中隔离场所防疫情输入扩散风险的评估指标集,采用层次分析法建立指标体系的基本框架,计算各指标权重,利用风险矩阵原理建立风险分级评估模型,对中山市12间隔离场所进行验证。结果建立新冠肺炎集中隔离医学观察场所防输入扩散的风险评估指标体系,从可能性和严重性2个维度,建立5个二级指标和16个三级指标,并提出了集中医学观察场所防输入扩散的风险分级评估模型。运用该模型评估12间隔离场所防输入扩散的风险度,其中包括高风险2间、中等风险3间、一般风险3间和低风险4间。结论集中隔离医学观察场所防疫情输入风险评估指标易于测量,逻辑关联性强,建立的评估方法具有一定的可行性与实用性。Objective To establish method of risk assessment on input prevention of centralized isolation for medical observation during normalization of the COVID-19 epidemic.Methods Delphi expert consulting method was used to set up evaluation index system on the factors affecting medical observation places epidemic risk.Analytic Hierarchy Process was used to decide the weight of assessment indices,and risk matrix was used to set up hierarchical model.Finally,the hierarchical evaluation model was used for empirical analysis at 12 medical observation places in Zhongshan city.Results We set up hierarchical evaluation model on the risk of medical observation places,including 5 first level indices and 16 second level indices.The model was used to evaluate the risk degree of 12 medical observation places,including 2 high-risk places,3 medium-risk places,3 average-risk places and 4 low-risk places.Conclusion A risk assessment for COVID-19 in medical observation place has been formed.The assessment index is easy to measure and logical.The evaluation method is feasible and practical.
