摘　　要：生态工业园区兼顾经济发展、资源节约和环境保护,是工业园区的发展方向,科学认识、合理利用政府与市场两种力量是促进生态工业园区持续健康发展的关键。在生态工业园区中,政府应通过影响价格和成本、实行禁止性法律政策、引进补链项目或企业、支持技术研发、搭建信息平台等发挥作用;市场则通过激励企业主动参与工业共生系统、实现生态链网向社会延伸发挥作用。两种力量均为生态工业园区建设、运行所需要,且很多时候需要二者的合力。Eco-industrial parks take into account economic development,resource conservation and environmental protection,which are the development direction of industrial parks.Scientific understanding and rational use of government and market forces are the key to the sustainable and healthy development of eco-industrial parks.In eco-industrial parks,the government should play a role by influencing prices and costs,implementing prohibitive laws and policies,introducing projects or enterprises to supplement the chain,supporting technology research and development,and building information platforms,while the market should play a role by encouraging enterprises to actively participate in industrial symbiosis system and realizing the extension of ecological chain network to society.Both forces are needed for the construction and operation of eco-industrial parks,and in many cases the combined efforts of the two are needed.
