摘　　要：在政治传播研究中,政治机会结构理论为社会公共事件议题在社会运动中的结构性影响提供了有力解释,但鲜有人将其放置在新时代背景下验证。在治理现代化的持续推进过程中,政治动员必须赋予其与时代精神相适应的新的意境和机制。2020年我国突发的新冠疫情公共卫生事件为探索政治动员的本土化特征提供了难得的案例。通过对该事件报道中"口罩议题"的政治动员研究发现,政治机会结构为政治动员提供了新的影响机制,即开放的政治通道、联盟的政治精英、稳定的政府意愿。在此重要机制影响下,政府得以与社会精英和公众进行协同,共同结成潜在的意识形态联盟,并最终达成抗疫共识,实现有效政治动员。In the study of political communication,the theory of political opportunity structure provides a compelling explanation for the structural impact of social public events in social movements,but few people verify it in the context of the new era. In the process of continuous advancement of governance modernization,political mobilization must be endowed with a new artistic conception and mechanism compatible with the spirit of the times. The public health emergency of Covid-19 in 2020 provides a rare case for exploring the localized characteristics of political mobilization. The political mobilization research on the "mask issue" in news reports finds that the political opportunity structure provides a new influence mechanism for political mobilization,which encompasses open political channels,coalition political elites,and stable government will. Under the influence of this important mechanism,the government was able to coordinate with social elites and the public to jointly form a potential ideological alliance,and finally reach a consensus on the fight against the epidemic,and achieve effective political mobilization.
