高邮市农民用水户协会组建及发展情况研究

摘　　要：为有序推进互助、互惠、互利的群众自主用水组织,作为全国农业水价综合改革示范试点县之一,高邮市积极探索和完善了农田水利基础设施管护新机制,引导试点乡镇建立了形式多样的农民用水组织。本文通过介绍用水户协会建立的运行管理制度,分析用水协会发挥的作用,同时指出了面临的问题,并据此提出了相应的对策措施,为其他地区的基层水利保障体系建设提供了参考。In order to promote mutual aid,reciprocity and mutual benefit of the masses'self-use of water in an orderly manner in Gaoyou City,as one of the pilot counties of the comprehensive reform of agricultural water price in China,actively explored and improved the new mechanism of farmland water conservancy infrastructure management and protection,and guided the pilot towns to establish various farmers'water use organizations.This paper introduces the operation and management system and the role played by Water Users Association,and puts forward the problems faced,and accordingly puts forward the corresponding countermeasures,which provides a reference for the construction of grass-roots water conservancy security system in other regions.
