政府购买海事公共服务的困境及破解路径——以D省为例

摘　　要：新时代保护海洋、经略海洋已成为大势所趋。在对比陆域与海域公共服务的基础上,探索政府购买海事公共服务的范围、特点,通过分析研究D省政府购买海事公共服务的实践探索,从购买者、承接者及所购买的海事服务内容三个方面进一步分析出政府购买海事公共服务中存在的困境,有针对性地提出了破解困境的对策和建议。In the new era,it has become a general trend to protect and manage the ocean.Based on the comparison of land and sea public services,this paper explores the scope and characteristics of the government's purchase of maritime public services.Through the analysis of the practice of the government's purchase of maritime public services in D Province,this paper further analyzes the difficulties existing in the government's purchase of maritime public services from three aspects:the buyer,the undertaker and the content of the purchased maritime services,the countermeasures and suggestions to solve the dilemma are put forward.
