摘 要:为了提高国铁货车投入产出效率,提升铁路货运的市场竞争力和市场份额,在对国铁货车投入和产出现状分析的基础上,利用二阶段网络DEA模型对2010—2019年国铁货车投入产出效率进行评价。结果显示,国铁货车投入产出的综合技术效率呈现“U型”变化趋势。这种趋势变化的主要原因在于国家宏观调控政策调整与当前国铁货车采取了一种事后调整的管理模式。国铁货车投入产出效率的提高不仅要考虑目前货车存量结构调整,同时还要在货车购置时考虑未来宏观政策的影响。To improve the input-output efficiency of national railway freight cars and elevate the market competitiveness and market share of railway freight transportation,this paper analyzed the current situation of the input and output of national railway freight cars and evaluated their input-output efficiency from 2010 to 2019 using the two-stage network DEA model.The results show that the comprehensive technical efficiency of national railway freight cars presents a U-shaped change trend.The main reason for this trend change lies in the adjustment of the national macro-control policies and the post-operational management mode of the current railway freight cars.For the upgrading of the input-output efficiency of national railway freight cars,factors including the current structural adjustment of the stock of freight cars and the impact of future macro policies when purchasing freight cars shall be considered.
