海南铁路公交化运营运输装备弹性租金融资租赁模式探讨

摘　　要：铁路作为基础性、引领性和战略性产业,对加快建设海南自由贸易港具有重要引领和支撑作用。目前,海南铁路建设工作重点之一是对既有线路进行公交化改造,主要投资为运输装备的购置。通过对融资租赁特点、发展现状及模式的研究,结合海南自由贸易港相关支持政策,提出海南铁路公交化改造中融资租赁方式的应用路径,并以三亚—乐东铁路为案例进行分析,得出弹性租金模式利于降低承租人租金支出、激励承租人合理使用和保养设备的结论,为海南铁路公交化改造提供参考。As a fundamental,leading,and strategic industry,railway play an important leading and supporting role in accelerating the construction of the Hainan Free Trade Port.At present,one of the key priorities of Hainan railway construction is to carry out the public transportation transformation of the existing lines,and the main investment is in the purchase of transportation equipment.The characteristics,development status,and modes of financing lease were studied.The relevant supporting policies for the Hainan Free Trade Port were investigated.On these bases,this paper proposed application paths of the financing lease modes in the public transportation transformation of Hainan railways.A case study was conducted on the Sanya-Ledong Railway.According to the results,the flexible rent mode is beneficial to reducing lessees’rental expenses and encouraging them to use and maintain the equipment properly.This study provides a reference for the public transportation transformation of Hainan railways.
