摘  要:为保障灾后应急救援时效性,高效开展应急救援物资运输任务,针对应急物流网络选址-配送联合优化问题,综合考虑灾后道路损毁和道路修复对应急救援的实际影响,构建由供应层和配送层构成的多式联运多级应急物流网络,以救援总成本最小为目标,建立集应急物资设施点定位、可靠路径规划及道路修复为一体的优化模型,并求解小规模算例验证模型的有效性。结果表明,在一定的救援时间限制内,修复道路能够在满足救援需求的同时减少应急物流总成本,首选对救援后期带来成本最大节约的道路进行修复有利于控制救援成本。The timeliness of post-disaster emergency rescues should be guaranteed and emergency relief supplies should be transported efficiently.To jointly optimize the site selection and distribution for emergency logistics networks,this paper considered the impact of post-disaster road damage and road repair on emergency rescues and constructed a multi-level emergency logistics network for multimodal transport.This network was composed of a supply layer and a distribution layer.An optimization model was established to minimize the total rescue cost.It integrated the location of emergency supply and facility distribution points,reliable path planning,and road repair.Then,a small-scale example was solved to verify the effectiveness of the model.The results show that within limited rescue time,the repaired roads not only meet the rescue needs but also reduce the total emergency logistics cost.In addition,prioritizing the repair of roads that can bring the greatest cost savings to subsequent rescues is conducive to rescue cost control.
