摘　　要：我国地方县处级党政领导干部是县(市、区、旗)级党委和政府的领导者,其中县委书记、县长和党政副职之间有着比较严格和明确的职责分工与权力配置。文章主要通过问卷调查方式,构建了以政治标准为核心,包括政治品质、能力、作风、性格、动力、知识等6个维度30项核心要素的地方县处级党政领导干部胜任特征模型,县委书记、县长和党政副职三个类别干部的核心胜任特征要素因岗位职责和权力配置的差异而有所不同。Local county-level party and government leaders in China are leaders of party com-mittees and governments at the county(city,district and banner)level,among which there is a rela-tively strict and clear division of responsibilities and power allocation among county party secretar-ies,county governors and party and government deputies.The article constructs a model of compe-tency characteristics of local county-level party and government leaders with political criteria as the core,including 30 core elements in six dimensions,such as political quality,ability,style,character,motivation and knowledge,etc.The core competency characteristics elements of three categories of cadres,namely,county party secretary,county mayor and party deputy,vary according to the differ-ences in job responsibilities and power configuration.
