摘　　要：风险沟通是一项复杂的社会系统工程,是个人、团体、机构间交换信息和意见的互动过程,也是《国际卫生条例(2005)》要求的基本卫生应急能力。本文通过分析过往鼠疫流行及公众对鼠疫的舆情反应认知特点,探讨实际可行的鼠疫风险沟通策略,正确引导舆论,使公众及时获取疫情风险信息并积极参与沟通互动,为增强鼠疫风险沟通效果、提高鼠疫综合防控能力提供参考依据。Risk communication is a complicated social system engineering.It is an interactive process through which individuals,groups and institutions exchange information and ideas and is the basic health emergency capacity required by the International Health Regulations(2005).In this paper,the plague epidemic and public opinion characteristics would be analyzed,the practical risk communication strategies to the plague would be discussed.So to correctly guide the public opinion of plague and provide correct information of plague to the public in time,make people to participate to the plague risk communication actively.Then to enhance the plague risk communication effect,improve the comprehensive ability to plague prevention and control.
