摘　　要：针对新的装备采购合同监管工作运行机制下合同履行绩效的科学评价问题,首先采用层次分析法建立合同履行绩效评价指标体系并计算各指标权重,其次运用模糊综合评价法对合同履行绩效评价指标体系进行评估,最后得到合同履行绩效评估的定量分数与定性水平。实例分析表明,基于层次分析法-模糊综合评价(Analytic Hierarchy Process-Fuzzy Comprehensive Evaluation,AHP-FCE)的装备采购合同履行绩效评估方法科学有效,可为军事代表机构评判合同履行水平提供科学指导。Aiming at the scientific evaluation of contract procurement under the new operation mechanism of equipment procuremen contract supervision,firstly,AHP is used to establish the contract performance evaluation index system and calculate the weight of each index.Then FCE is used to evaluate the contract performance index system,and finally the quantitative score and qualitative level of contract performance evaluation are obtained.The example analysis shows that the performance evaluation method of equipment procuremen contract based on Analytic Hierarchy Process-Fuzzy Comprehensive Evaluation(AHP-FCE)is scientific and effective,which can provide scientific guidance for military representative offices to evaluate the level of contract performance.
