摘　　要：文章主要从防护层洋葱模型的角度,对光气安全管理及其防护措施进行探讨。结合多年光气化装置生产管理装置经验,分析总结如何有效地防止光气泄漏,以及光气泄漏后,如何快速处理、快速响应等。This paper mainly discusses the phosgene safety management and protection measures from the perspective of protection layer onion model.Combined with years of experience in production management of phosgene plant,this paper analyzes and summarizes how to effectively prevent phosgene leakage,and how to quickly deal with and respond to phosgene leakage.
