基于双评价的城市建设用地供给与空间发展方向研究——以烟台市为例

摘　　要：基于普通多源数据和大数据,采用核密度估算和城市异速增长模型分析烟台市城市发展存在的问题,以双评价(资源环境承载力和国土空间开发适宜性评价)成果为基础,结合城市要素流强度分析确定烟台市城市发展方向,构建城市空间结构和区域发展格局。结果表明:烟台市向东与威海衔接,向南强化与青岛联系,向北对接大连乃至东北的空间发展方向有助于提升烟台综合实力及其在环渤海经济区的竞争力;烟台建设用地可拓展空间共74281.14 hm2,主要分布在中部栖霞市、南部海阳市和东部牟平区,为烟台发展的广阔腹地;综合烟台市对外联系和适宜拓展方向确定烟台市向东、向西拓展和向南推进的空间发展方向,并将蓬莱部分乡镇纳入规划区以支撑城区发展;构建多中心紧凑型组团结构和“一带”“一廊”“两轴”“两区”的发展格局,对烟台市集聚发展和区域竞争力的提升具有重要意义。Based on common multi-source data and big data,nuclear density estimation method and urban allometric model were used to analyze the problems in urban development.Based on the results of double evaluation(resource and environmental carrying capacity and suitability evaluation of land and space development),combined with urban elements flow intensity analysis determines the development direction of Yantai City,and builds the urban spatial structure and regional development pattern.On the basis of the double evaluation,combined with the analysis of urban factor flow,from the perspective of regional linkages and the urban construction land supply,comprehensively determined the urban development direction of Yantai,and constructed its urban spatial structure and regional development pattern.The results showed that the spatial development direction of connecting with Weihai to the east,strengthening ties with Qingdao to the south,and connecting Dalian to the north and even to the northeast will help to enhance Yantai’s comprehensive strength and its competitiveness in the Bohai Rim Economic Zone of China;There are 74281.14 hm2 available construction land in Yantai,mainly distributed in Qixia City in the middle,Haiyang City in the south and Muping District in the east,they are the hinterland for Yantai’s development.By comprehensively analyzing the external relations and appropriate development direction,this study determined the spatial development direction of Yantai to the west,eastward and southward.Further,part of Penglai’s townships will be included in the current planning area to support urban development.Multi-center compact group urban structure and the development pattern of“one belt”“one corridor”“two axes”and“two districts”can help to promote the agglomeration development,and further enhance the regional competitiveness of Yantai.
