摘  要:耕地占补平衡监管系统是落实最严格的耕地保护制度、严守耕地红线的重要手段。本文以山东省为例,分析了耕地保护监督主管部门的业务流程、已有数据和信息化建设现状,提出了基于BPM的山东省耕地占补平衡监管系统建设任务和总体架构,建立了国家、省、市、县四级互联互通的业务审批系统,结合3S和移动互联网等信息化技术手段,采用影像判读与外业实地核查相结合的方式,构建全省统一的耕地保护动态监管网络体系,提高了山东省新增耕地备案效率和质量,为数字赋能工作服务。The Monitoring Information System on Balance of Cultivated Land Occupied and Complemented is an important means to implement the most stringent cultivated land protection system and strictly observe the red line of cultivated land.Taking Shandong Province as an example,this paper analyzes the business process,existing data and the current status of information construction of the cultivated land protection supervision department,and proposes the construction tasks and overall framework of the integrated approval system for the cultivated land protection business in Shandong Province based on BPM,and establishes the national The fourlevel interconnected business approval system of,province,city and county,combined with 3S and mobile Internet and other information technology means,adopts a combination of image interpretation and field inspection to build a unified dynamic supervision network system for farmland protection across the province,Improved the efficiency and quality of the record filing of new cultivated land in our province,and served the digital empowerment work.
