摘 要:农村宅基地和集体建设用地使用权是农民的一项重要财产权利,关系农民的切身利益。做好“房地一体”农村不动产登记发证工作,是维护农民土地合法权益的一项技术性工作。根据指导作业文件的要求,采用先进的信息化技术和测绘手段,优化“房地一体”不动产登记发证管理流程,详细介绍了系统的技术框架设计、数据库设计以及关键技术,实现了“房地一体”农村不动产从权籍调查到登记发证的全过程管理,为同行开展相关工作提供借鉴作用。Exploitation of rural homestead and collective construction land is an important property right for farmers as their vital interests.It is a technical work to safeguard the legitimate rights and interests of farmers to do a good job in the registration and certification of rural real estate.In this paper,according to the requirement of the guidance documents,the advanced information technology and mapping methods were explored to optimize"real estate integrated"registration and certification management process.The detailed technical framework of system design,database design and key technology were introduced and the"real estate"integrated rural real estate cadastral investigation to the management of the whole process of registration and certification of weight were realized,which provided reference for counterparts to carry out the relevant work.
