摘　　要：“十四五”规划把推动区域协调发展提到了新高度。自长三角一体化发展上升为国家战略以来,如何有效快速的推进一体化进程始终是摆在各级政府面前现实问题,而长三角都市圈率先高质量一体化可谓是“先手棋”。近年长三角都市圈府际合作治理取得了良好成效,但也存在现实的困境,而制约府际合作治理主要是合作机制的低效、制度安排滞后以及利益补偿机制欠缺等原因;“十四五”为促进长三角都市圈一体化发展,必须从“双循环”背景下加快完善长三角都市圈更高质量一体化发展的体制机制,加强都市圈府际间的产业分工合作,健全制度体系和法律规范,着重处理好政府、市场和社会的多元互动关系等方面加强府际合作治理。The“14th five year plan”has brought forward the promotion of regional coordinated development to a new height.Since the integration of Yangtze River Delta has been rising to the national strategy,how to effectively and quickly promote the integration process has always been a practical problem in front of governments at all levels.The first high-quality integration in the metropolitan area of the Yangtze River Delta is“the first chess”.In recent years,the inter governmental cooperation governance in the Yangtze River Delta metropolitan area has achieved good results,but there are also realistic difficulties.The main reasons restricting the governance are the low efficiency of cooperation mechanism,the lag of institutional arrangement and the lack of benefit compensation mechanism;Therefore,in order to promote the integrated development of the Yangtze River Delta metropolitan area,the“14th five year plan”must accelerate the improvement of the system and mechanism of higher quality integrated development of the metropolitan area in the context of“double cycle”,strengthen the industrial division and cooperation among the metropolitan areas,improve the system system and legal norms,and focus on the government The multi-element interaction between market and society should be strengthened in the governance of inter governmental cooperation.
