全要素生产率视角下财政科技投入绩效分析——基于河北省11地市面板数据

摘　　要：财政科技投入对促进国家科技创新、引导资本流动、推进经济高质量发展起着重要作用。从全要素生产率视角对财政科技投入绩效水平进行分析。首先,运用DEA-Malmquist指数模型,在测算河北省11地市2011—2018年全要素生产率动态变化的基础上,研究各地市财政科技投入的经济转化力度及差异;其次,采用广义估计模型(GMM)评估河北省财政科技投入对全要素生产率区域差异的影响。研究发现:河北省全要素生产率地区差异明显,石家庄、唐山等地区的全要素生产率高于衡水、承德等地区;财政科技投入对河北省整体全要素生产率有促进作用,其中,石家庄影响效果最大。据此,提出引导资本流动、调整财政科技投入产出结构、加强对财政科技投入的监管等相关建议,旨在提高河北省财政科技投入绩效水平,发挥财政科技投入对经济发展的杠杆作用。Financial investment in science and technology plays an important role in promoting national technological innovation,guiding capital flows,and promoting high-quality economic development.This paper studies the relationship between the financial investment in science and technology and performance from the perspective of total factor productivity.Firstly,using the DEA-Malmquist index model,this paper studies the economic conversion results and differences of financial investment in science and technology in each city,on the basis of dynamic changes of total factor productivity in eleven cities in Hebei Province from 2011 to 2018;secondly,it assesses the impact of Hebei Province's financial investment in science and technology on regional differences in total factor productivity by using the Generalized Method of Moments(GMM).The study finds that Hebei Province has obvious regional differences in total factor productivity.Shijiazhuang,Tangshan and other regions have higher total factor productivity than that in Hengshui,Chengde and other regions;financial investment in science and technology promotes the overall total factor productivity of Hebei Province,which has the greatest impact on Shijiazhuang.Based on this,the relevant suggestions are put forward:guiding capital flow,adjusting the structure of input and output of financial investment in science and technology,and strengthening the supervision on input of financial investment in science and technology to improve the performance of Hebei Province's input of financial investment in science and technology and give full play to the leverage of input of financial investment in science and technology on economic development.
