摘 要:我国已发生多起疑似由进口冷链食品传播的物传人新冠病毒疫情,由于进口食品入境渠道多、流转环节复杂、从业人员文化素质参差不齐和各省防控平台运行情况各异,传统的市场监管手段已无法满足这类物传人疫情的迅速排查与风险预警,给全国疫情防控工作带来了极大压力。本文以现阶段某省追溯系统与国家市场监督管理总局平台的对接建设为例,探究结合欧洲疯牛病疫情追溯体系和国际通行食品追溯模式的建设经验,结合我国实情,运用云计算、OCR识别、异构识别和第三方接口校验等信息化技术,构建集商户、监管和消费者应用的APP移动端与监管Web应用端、自上而下的进口冷链食品追溯防控系统,实现“商品赋码、一码到底”,人时空锁定商品流转关联的物、车、库的信息化技防,助力新冠病毒疫情防控工作。There have been many cases of COVID-19 epidemics suspected to be transmitted from imported cold chain food in Chinese.Due to the multiple entry channels of imported food,complex circulation links,uneven cultural qualities of employees,and the different operation of provincial prevention and control platforms,traditional market supervision methods It has been unable to meet the rapid investigation and risk early warning of this kind of material transmission,which has brought great pressure to the national epidemic prevention and control work.This article takes the current stage of the construction of a province's traceability system and the docking of the State Administration's platform as an example to explore the combination of the European mad cow disease epidemic traceability system and the internationally accepted food traceability model construction experience,combined with the actual situation in my country,using cloud computing,OCR identification,heterogeneous identification Third-party interface verification and other information technology,build an APP mobile terminal and a regulatory web application terminal that integrates merchant,supervision and consumer applications,and a top-down imported cold chain food traceability prevention and control system to achieve "commodity code,one Code to the end",human time and space locks the information technology prevention of goods,vehicles,and warehouses related to the circulation of goods to help the prevention and control of COVID-19 epidemic.
