摘　　要：自然灾害综合防治是国家总体安全的一个重要方面。自然灾害综合防治立法是我国自然灾害防治理念、防治方式、防治结构转变的必然选择和有效保障。自然灾害综合防治立法应从过程的长度、灾种的宽度、机构的高度三个维度展开。同时,也要注意合法性、合理性、可行性的限度,坚持科学立法、民主立法、依法立法,结合地方实际推进大类综合防治和体系化综合防治立法,更好地发挥自然灾害综合防治立法在提升我国防灾减灾救灾能力中的重要作用。The comprehensive prevention and control of natural disasters is an important aspect of overall national security. The legislation for the comprehensive prevention and control of natural disasters is the inevitable choice and effective guarantee for the transformation of China’s natural disaster prevention concepts, prevention methods and prevention structure. The legislation for the comprehensive prevention and control of natural disasters should be developed from three dimensions: the length of the process, the width of the disaster type, and the height of the organization. At the same time, attention must be paid to the limits of legitimacy, rationality, and feasibility, meanwhile it is necessary to adhere to scientific legislation, democratic legislation, and law-based legislation, and promote large-scale comprehensive prevention and systematic comprehensive prevention and control legislation in accordance with local conditions, and make better use of the comprehensive prevention and control legislation for natural disasters to enhance national defense disaster mitigation and disaster relief capabilities.
