摘　　要：简要回顾1980年代以来历史遗产保护的成就,认为这是集体的接力赛的成果,依靠上层的决策支持和底层的素质积累;提出历史遗产的保护性整修不同于城市更新的经济性开发,历史保护是提供公共服务的公益行为,而城市更新是提高空间效益的经济行为。This article briefly reviews achievements of historic heritage preservation since the 1980s and suggests that this comes as the result of a collective relay race,relying on the decision-making support of the upper-level and the accumulation of progress at the bottom.It reveals that the protective repairing of historic heritage is different from the economic development of urban renewal.Historic heritage preservation is a social act for public service while urban renewal is an economic practice to improve space efficiency.
