铸牢中华民族共同体意识的基层经验与底层逻辑:来自广西基层治理成功案例的启示

摘　　要：以南宁市中华中路社区、东兴市竹山村、宜州市合寨村为案例,研究多民族嵌入式社区、不存在主体民族的农村社区、单一民族村落等基层治理的主要做法,发现“坚持以党建为引领、‘将心比心、以心换心’、充分尊重群众的主人翁地位”是它们成为民族团结进步示范区的成功经验。进而将铸牢中华民族共同体意识的底层逻辑总结为四个方面:人民对美好生活的向往是立足点和根本目标、坚持共产党的领导是政治保障、充分尊重各族群众的主人翁地位是基本前提、创造共居共学共事共乐的社会条件是重要途径,为我国民族地区以铸牢中华民族共同体意识为主线推动基层治理体系与能力现代化建设提供了重要的理论依据和决策参考。Taking the Zhonghua Middle Road Community of Nanning City,Zhushan Village of Dongxing City,and Heshai Village of Yizhou City as examples,this paper research on the main prac⁃tices of grass-roots governance such as multi-ethnic embedded communities,rural communities where there is no dominant ethnic group,and single ethnic village,and found that"adhere to the Party construction as the guidance,""heart to heart,heart for a heart",and full respect for the master status of the masses"have become the successful experience of the demonstration zone of national unity and progress.Furthermore,the grassroots logic that has firmly established the strong sense of the community of the Chinese nation is summarized into four aspects:The aspiration of the people for a better life is the foothold and fundamental goal;the leadership of the Communist Party is the political guarantee;full respect for the master status of the people of all ethnic groups is the basic prerequisite;creating social conditions for co-living,learning,working,and having fun is an important way.It provides an important theoretical basis and decision-making reference for the modernization of the grassroots governance system and capacity in the ethnic areas of the country with a strong sense of the community of the Chinese nation as the mainline.
