试论清朝西南边疆的人口贩卖问题--兼议清朝对贩卖西南邻国人口事件的打击

摘　　要：清朝时期人口贩卖问题十分严重,尤以西南边疆为最。西南边疆的人口贩卖问题既具有西南边疆的一些特点,又具有全国的一些共性。经研究发现,清朝的国家性质决定了奴婢成为人口贩卖的主要对象,清朝政府通过立法打击使用不正当手段进行的非法人口拐卖行为,同时保护官方对奴婢的合法贩卖行为,因此清朝对人口贩卖既“禁”又“纵”,呈现出阶级社会不可调和的矛盾。清朝西南边疆地区的人口贩卖问题既受到全国范围内人口贩卖活动的影响,同时也受到西南边疆地区社会发展进程、民俗文化等因素的影响,因而比内地和其他边疆地区更为严重。至于贩卖西南邻国人口,则无合法与非法之分,清朝政府对出现的贩卖邻国人口事件进行严厉打击,目的是睦邻友好,维护西南边疆的安全稳定。The problem of human trafficking was very serious in the Qing Dynasty,especially in the southwest frontier.The study has found that the Qing Dynasty's national nature made slaves become the main objects of human trades.The Qing government fought against illegal human traf⁃ficking by improper means through legislation,and at the same time protected officially legal traf⁃ficking of slaves.Therefore,the Qing Dynasty indicated both prohibition and connivance attitudes to⁃wards human trafficking,presenting the irreconcilable contradictions of then class society.In the Qing Dynasty,human trafficking problem in the southwest frontier was affected not only by nation⁃wide human trafficking activities but also by social development process,folk culture,and other factors in the southwest frontier areas,so the situation there was more serious than the situation in the inland and in other frontier areas.As for trafficking in people from southwest neighboring coun⁃tries,there was no distinction between legality and illegality.The Qing government cracked down the cases of trafficking in people from neighboring countries just for good neighborly friendships and for maintaining the security and stability of the southwest frontier.
