摘　　要：中国由社会管理向社会治理的转换与信息技术革命同频共振,“技术治理”俨然成为推动我国治理体系与治理能力现代化的理性形式和前沿命题。技术治理拥有双重理论维度,即技术性方法策略和信息技术发展对治理的嵌入,值得我们在原理层面深刻体认。当前,各地在基层治理的实践中积极引入信息技术元素,使其耦合于基层政府数字化改革与善治、基层治理协动体建构、社区疫情防控等诸多领域,并取得了重要进展,构塑着信息技术赋能基层治理的实践图示。但作为带有极强未来性的重大研究课题,信息技术与基层治理的嵌合过程仍面临制约,技术治理的实践亦遭遇诸多挑战。唯有针对基层技术治理所蕴含的根源性问题,探寻有效的破解方案,我们才能够建构起一种真正引领基层善治的技术治理格局。China’s transformation from social management to social governance resonates with the information technology revolution,and“technological governance”has become a rational form and cutting-edge proposition to promote the modernization of China’s governance system and governance capacity.Technology governance has two theoretical dimensions,that is,the embedding of technical methods and strategies and the development of information technology into governance,which is worthy of our deep understanding at the principle level.At present,all localities actively introduce information technology elements into the practice of grass-roots governance,coupling them to many fields such as digital reform and good governance of grass-roots governments,construction of grass-roots governance collaborators,community epidemic prevention and control,and have made important progress,shaping the practice of information technology enabling grass-roots governance.However,as a major research topic with strong future,the chimeric process of information technology and grass-roots governance still faces constraints,and the practice of technology governance also faces many challenges.Only by exploring effective solutions to the root problems contained in grass-roots technological governance can we build a technological governance pattern that really leads grass-roots good governance.
