摘　　要：2021年2月欧盟发布新贸易政策文件。这份冠名为“开放、可持续和坚定的贸易政策”文件,较为清晰地展示了欧盟未来十年贸易政策的三大核心目标,以及为实现三大核心目标所需要聚焦的六方面行动。与2015年贸易政策———《贸易惠及所有》比较,新贸易战略立足于加速欧盟从新冠疫情复苏,适应绿色和数字经济转型,建设成为更具韧性的世界的欧洲等诸多考虑。中欧经贸关系是我国与发达经济体经贸关系的重要组成部分。2020年,中国超越美国上升为欧盟最大的货物贸易伙伴,同年年底中欧投资协定谈判如期结束。欧盟新贸易政策此时出台,为我国思考未来如何发展中欧经贸关系提供了借鉴。我国宜在深入全面分析欧盟贸易政策出台背景、推进重点的基础上,洞悉欧盟相关政策可能产生的影响,以落实“十四五”规划及2035年远景目标纲要为引领,积极主动作为,推动中欧经贸关系高质量发展。In February 2021,"An Open,Sustainable and Assertive Trade Policy" was issued by the European Commission,which has clearly demonstrated three core objectives in the next decade and six areas of actions on which the EU devotes to focusing.Compared to"Trade for All" policy in 2015,the new trade strategy takes many factors into considerations,such as the recovery from the Covid-19pandemic,adapting to the green and digital transformation of the economy,and building a more resilient Europe in the world.China-EU economic and trade relations is a major component of China’s economic and trade relations with all developed economies.In 2020,China became the EU’s largest trading partner in goods,surpassing the United States,and concluded the negotiation of bilateral investment treaty with the EU as scheduled at the end of that year.The issuance of the new EU trade policy at this time has provided a reference for thinking about how to develop China-EU economic and trade relations in the future.Based on an in-depth and comprehensive analysis of the EU’s trade policy,China should gain insight into the possible impacts of EU’s trade policy,and take proactive actions to promote high-quality development of Sino-EU economic and trade relations under the guidance of the 14th Five-Year Plan and Long-Range Objectives through the Year 2035.
