多元化供给结构对农村公共服务效率的影响——基于省级面板数据的实证分析(2006-2017)

摘　　要：解决好“三农”问题始终是全党工作的重中之重,提升农村公共服务水平是农业农村优先发展的重要举措。论文从农村公共服务供给理论出发,通过构建2006—2017年省级面板数据,运用DEA模型对服务供给效率进行测算,研究多元化供给结构对农村公共服务效率的影响。研究发现,政府部门和农村居民投入公共服务增加改善了区域农村公共服务供给效率,其中农村居民自身投入公共服务所带来的效率会优于政府部门,说明我国农村公共服务供给及其效率在提升。建议农业农村发展要推进供给侧结构性改革,优化和协调供给主体的关系,以实现公共利益的最大化。It is always the top priority of the whole Party’s work to solve the problems of“agriculture,rural areas and farmers”,and it is an important measure for the development of agriculture and rural areas to improve the level of rural public services.With the help of the theory of rural public service supply,this paper applies the Data Envelopment Analysis(DEA)model to measure the efficiency of service supply based on provincial panel data from 2006 to 2017,and studies the influence of diversified supply structure on the efficiency of rural public services.The results show that the increase in public service input by government departments and rural residents has improved the efficiency of regional rural public service supply,in which the rural residents have better efficiency of investment in public services than government departments that indicates the improvement of the supply and efficiency of rural public services in China.Therefore,it is suggested that the development of agriculture and rural areas should promote structural reforms on the supply side,optimize and coordinate the relationship between supply entities,so as to maximize public interests.
