摘　　要：上海五个新城建设,应坚持交通建设先行,建成独立完善的综合交通体系;坚持产业发展优先,做高产业能级;坚持生态保障导向,建成高质量发展高品质生活的示范基地;坚持引导人口有序集聚新城,打造宜居宜业新空间;坚持土地集约发展模式,再建一批地标性项目;坚持市场化为主的融资模式,提升财务运作能力。“十四五”期间,力争将新城建设成为上海未来发展最具活力的重要增长极,并与中心城区一起构成上海大都市圈的“核心内圈”。The construction of Shanghai’s five new cities should adhere to the priority of transportation construction to build an independent and complete comprehensive transportation system;adhere to the priority of industrial development to make the industrial level higher;adhere to the orientation of ecological protection to build a model base for high-quality development and high-quality life;adhere to the guidance of the orderly concentration of population in the new cities to create a new space for living and working;adhere to the model of intensive land development to build a number of landmark projects;adhere to the market-oriented financing model to enhance our financial operation capability.During the“14th Five-Year Plan”period,we will strive to build the new cities into the most dynamic and important growth poles of Shanghai’s future development,and form the“core inner circle”of Shanghai metropolitan area together with the central city.
