摘　　要：本文从政府的角度出发,结合PPP项目特征及相关决策机制理论,详细探讨了PPP项目中交易成本出现的原因。与此同时,基于成本因素和VFM评价方法,构建了包含交易成本的以成本及PSC指标为核心的VFM定量评估体系和定性评价体系,各个评价参数的选取和权重的确认则经由模糊分析法计算。From the perspective of the government,combined with the characteristics of PPP projects and the theory of related decision-making mechanisms,this article discusses the reasons for transaction costs in PPP projects in detail.At the same time,based on cost factors and VFM evaluation methods,a VFM quantitative evaluation system and qualitative evaluation system with cost and PSC indicators as the core are constructed,including transaction costs.The selection of each evaluation parameter and the confirmation of weights are calculated by fuzzy analysis method.
