外向型小商品产业的转型升级路径研究——以青岛假睫毛产业为例

摘　　要：我国有众多外贸加工导向、出口"世界第一"的小商品产业集群,假睫毛产业就是其中之一。假睫毛属于典型的劳动密集型产品,作为发制品的细分行业,目前全球一半以上的假睫毛供应都来自于山东青岛的平度市。青岛市在短短几十年时间发展形成完整的产业链,为当地创造了可观的经济效益的同时也为国家带来大量外汇收入。但是,近几年当地假睫毛产业也遇到了诸如缺乏人才,缺乏质量标准,缺乏规模企业及知名品牌等发展瓶颈,以假睫毛产业为例,提出外向型小商品产业转型升级的解决思路:深挖跨境电商项下to B、to C、移动端等多个市场机遇,积极开拓"一带一路"沿线国家市场,抓住RECP签署机遇,推动当地商协会牵头推进行业标准化建设,避免低水平重复和恶性竞争,坚持创新引领,打造代表假睫毛产业创新活力的网红产品、品牌企业、隐形冠军等。There are many small commodity industrial clusters in China,which are oriented by foreign trade processing and export"the first in the world",among which the false eyelash industry is one.False eyelashes are typical labor-intensive products.As a subdivision industry of hair products,more than half of the world’s false eyelashes are supplied from Pingdu City in Qingdao,Shandong Province.Pingdu City has developed into a complete industrial chain in just a few decades,which has created considerable economic benefits for the local area and also brought a lot of foreign exchange income to the country.In 2019,Qingdao Pingdu will become the"origin of false eyelashes"certified by Alibaba,opening up a new path for the masses to increase their income.However,in recent years,the local false eyelash industry has also encountered development bottlenecks,such as lack of talents,lack of quality standards,lack of large-scale enterprises and well-known brands.Taking the false eyelash industry as an example,this paper puts forward solutions to the transformation and upgrading of export-oriented small commodity industry.
