摘  要:以产业链为核心,利用DEA-BCC模型对中国电子信息制造业科技研发与研发成果转换两个阶段进行创新效率分析,并通过Tobit模型进行影响因素研究。研究发现:科技研发阶段创新效率增长,研发成果转换阶段出现创新效率下降;产业链上游行业创新弱于下游行业;研发投入强度、政府支持、产业开放程度有助于科技研发阶段创新效率提升,研发成果转换阶段则是企业规模、研发人员结构和产业开放程度有助于创新效率提升。当下产业创新效率提升逻辑需要以产业链为核心进行资源配置和形成以政府为主导的多主体合作机制,政策方面推动构建统筹机制、企业间协同创新平台和专项骨干人才培养,创新层级方面平衡企业在根源性创新中的得失。With the industrial chain as the core,the DEA-BCC model was used to analyze the innovation efficiency of the two stages of China’s electronic information manufacturing,including the scientific and technological R&D stage and the transformation stage of R&D achievements,and the Tobit model was used to study the influencing factors.The study found that the innovation efficiency increased in the scientific and technological R&D stage,while it decreased in the transformation stage of R&D achievements;innovation in the upstream industry of the industrial chain was weaker than that in the downstream industry;R&D investment intensity,governmental support,and industrial openness contributed to the improvement of innovation efficiency in the R&D stage,while the scale of the enterprise,the structure of R&D personnel and the industrial openness contributed to the improvement of innovation efficiency in the transformation stage.The current logic of improving the efficiency of industrial innovation requires resource allocation with the industry chain as the core and the formation of a government-oriented multi-agent cooperation mechanism.Efforts should made to promote the establishment of an overall coordination mechanism,inter-enterprise collaborative innovation platforms and high-level professionals training,and balance the gains and losses of enterprises in rooted innovation.
