基于应急预案的卡片化突发事件应对模式研究

摘　　要：突发事件应急卡是承载应急预报、预警、处置、抢险、救援等信息的卡片。在我国生产安全领域应急救援预案体系已基本形成,生产安全突发事件应急预案为生产经营单位构建应急救援体系发挥了重要作用。然而应急预案往往内容翔实复杂,不便于一线工作人员学习和掌握。而突发事件应急卡用简明扼要的文字、形象生动的图表准确地表达突发事件应急响应的关键技术和要求,很容易被各岗位人员掌握,相比于应急预案,能够更及时高效的指导应急响应,将突发事件所造成的伤害和破坏控制到最小程度。基于应急预案的应急卡片系列化运用是全面高效应对公共安全突发事件的重要手段。简述了突发事件应急响应和突发事件应急卡,提出了突发事件应急卡编制原则,阐述了突发事件应急卡的功能分类和编写内容,剖析了突发事件应急卡与应急预案的关系,分析了我国突发事件应急卡应用存在的问题,提出了推广使用的建议和对策。The emergency card is a card that carries the information of emergency forecast,early warning,disposal,rescue and so on.In the field of production safety in China,the emergency plan system has been basically formed,and it plays an important role in the construction of emergency rescue system for production and business units.However,the content of emergency plan is often detailed and complex,which is not convenient for the front-line staff to learn and master.The emergency card can accurately express the key technologies and requirements of emergency response with concise words and vivid charts,which is easy to be mastered by the staff of each post.Compared with the emergency plan,it can guide the emergency response more timely and efficiently,and control the injury and damage caused by the emergency to the minimum.The serialization use of emergency cards based on emergency plans plays a key role in the comprehensive and efficient response to public security emergencies.This paper introduces the emergency response and emergency card.Then,it puts forward the principles of emergency card compilation,and expounds the classification and content of emergency card.Then the relationship between emergency card and emergency plan is analyzed.Finally,the paper analyzes the problems in the application of emergency card in China,and puts forward some countermeasures and suggestions to promote the use of emergency card.
