后疫情时代上海自贸区临港新片区发展优化研究

摘　　要：在上海自由贸易试验区增设临港新片区,是国家在新时代新形势下为了进一步扩大对外开放作出的一项重大决策。面对此次新冠肺炎疫情,临港新片区在招商引资、贸易金融、航运物流等诸多方面的发展遇到了问题与阻碍。新片区要在逆境中寻求发展需要新的策略与措施,只有促进贸易投资便利化方面作出明显成效,才能帮助增加经济效益,进一步优化新片区的综合发展,增强上海地区的竞争力和影响力。文章将梳理疫情时代下上海自贸区临港新片区发展遇到的问题以及产生的原因,分析已有政策措施实行的效果,进一步通过探索、创新和借鉴国内外自贸区港的成功经验,提出对策建议,才能实现临港新片区更好的发展。同时为全国其他自贸区港的发展提供有效的参考。The establishment of the new Lin-gang area in the Shanghai Pilot Free Trade Zone is a major decision made by the state in the new era and new situation in order to further expand the opening up to the outside world.In the face of the new pneumonia epidemic,the development of Lin-gang new area has encountered problems and obstacles in investment attraction,trade and finance,shipping logistics and many other aspects.Only by promoting trade and investment facilitation with obvious results can we help increase economic benefits,further optimize the comprehensive development of the new area,and enhance the competitiveness and influence of the Shanghai region.This study will sort out the problems encountered in the development of Lin-gang new area of Shanghai FTZ in the era of epidemic and the reasons for them,analyze the effects of the existing policy measures implemented,further learn from the successful experiences of domestic and foreign FTZ ports through exploration and innovation,and propose countermeasures and suggestions to help better optimize the future development of Lin-gang new area and provide effective references for the development of other FTZ ports in China.
