内卷与外包:国土空间规划体系构建及行业发展之忧——基于当前规划行业中一些现象的反思

摘　　要：建立全国统一、责权清晰、科学高效的国土空间规划体系是党中央、国务院作出的重大部署,也是我国空间规划发展进程中一次具有划时代意义的改革创新。国土空间规划改革难以一蹴而就,其体系构建必然要经历一段"螺旋式上升"的探索过程。回顾近两年国土空间规划体系构建与实践历程,认为改革中出现了"多规合一"后总规负重未减、"机构合并"后工作强度增加、"市场合流"后技术作用弱化等"内卷化"倾向,且存在规划业务整体性转包出去的行政资源式与漏斗过滤式等不良"外包"情况。并从当前国土空间规划推进要求、项目现实、机构运行及行业市场等对规划"内卷化"倾向与不良"外包化"现象产生内因及影响进行了剖析。最后基于中国古代哲学"道法术器"的思想,从规划共识、运行机制、规划方法、治理平台等四方面,提出了推进国土空间规划体系有序构建及行业健康发展的相关思考及建议。The establishment of a nationally unified, clear-cut, scientific and efficient territorial and spatial planning system is a major deployment made by the Party Central Committee and the State Council. It is also an epoch-making reform and innovation in the development of my country’s space planning. The reform of territorial and spatial planning cannot be accomplished overnight, and its system construction will inevitably undergo a period of "spiral upward" exploration process. Reviewing the process of building the land and space planning system in the past two years and some current industry phenomena, it is believed that the burden of the general regulations has not decreased after the "multiple regulations and one" has appeared in the reform, the work intensity has increased after the "organization merger", and the technical role after the "market integration" Signs of "involution" such as weakening, and there are undesirable "outsourcing" such as administrative resource type and funnel filter type that subcontract planning business as a whole. It also analyzes the internal causes and impact of the "involute" tendency of planning and the phenomenon of unhealthy "outsourcing" from the current requirements for the advancement of territorial and spatial planning, project reality, institutional operations, and industry markets. Finally, based on the ancient Chinese philosophy of "Dao magical device", from the four aspects of planning consensus, operation mechanism, planning method, governance platform, etc., relevant thinking and suggestions for promoting the orderly construction of the land and space system and the healthy development of the industry are put forward.
