摘　　要：综合自然资源经济学理论、现代化空间治理要求、自然资源部门"两个统一行使"职责,判断国土空间规划具有显著的资产效应。以生态产品价值实现为媒介,分析社会主义市场经济体制下,资产效应的市场化实现机制与路径。进而从制度逻辑和技术逻辑两个维度,揭示国土空间规划发挥资产效应的机理。制度逻辑是以自然资源资产管理作为形成资产效应的前置条件,以国土空间规划制定供需匹配的空间政策作为发挥资产效应的后端保障;技术逻辑是以空间政策为接口,谋划全域长远发展的基本格局,明确国土用途管制的总体方向,为各类要素有序流动搭建空间框架。最后,提出发挥国土空间规划资产效应的技术手段:一是以市场化程度和产品生产类别优化功能分区,落实治理责任主体;二是以"生态产品生产许可线"丰富用途管制内容,激励权益主体;三是以系统耦合为导向,从区域统筹、流动调节、空间引导三个方面完善要素市场化配置方式。Considering the theory of natural resources economics,the requirements of modern spatial governance and the responsibility of"two unified exercises"of natural resources departments,it is judged that land spatial planning has significant asset effect.Taking the value realization of ecological products as medium,this paper analyzes the market-oriented realization mechanism and path of asset effect under the socialist market economy system.Then,from the two dimensions of institutional logic and technical logic,this paper reveals the mechanism of the asset effect of land spatial planning.The institutional logic is to take natural resource asset management as the precondition for the formation of asset effect,and to take land spatial planning as the back-end guarantee for the development of asset effect.The technology logic is taking space policy as the interface to plan the basic pattern of long-term development,clarify the overall direction of land use control,and build a spatial framework for the orderly flow of various factors.Finally,the paper puts forward the technical means to realize asset effect of territory spatial planning:first,optimize the functional division according to the degree of marketization and product production category,and implement the main body of governance responsibility;second,enrich the content of use control with"ecological product production license line"to incentive interest subjects;third,establish a system coupling factor allocation mechanism from regional coordination,flow regulation and spatial guidance.
