城市联通的动力机制:巴黎-伦敦双城记的经验及启示

摘　　要：城市联通的动力机制既包括市场需求的自发机制,也包括政府主导的规划设计机制,是两者互动与博弈的结果。以巴黎-伦敦双城记为例,对城市之间的联通动力机制进行定量测算,发现联通动力存在双重非对称性:一方面,巴黎对于伦敦的联通动力要高于伦敦对于巴黎;另一方面,市场需求的联通动力要高于政府规划,其中贡献最大的是跨国咨询公司办事处数、航空旅行联通度、外交关系联通度、公共交通频率等。不同城市的政府规划与市场需求在差异化的目标取向中需要寻求平衡,驱动城市联通不断优化。城市联通中的政府规划设计应顺应市场客观规律,发展公共运输为导向的集约城市联通模式,识别多中心化的城市网络,提高城市交界处的土地利用效率,探索适度"打破"行政边界以提高城市联通水平与便利性。The dynamic mechanism of city connectivity includes both the spontaneous mechanism of market demand and the government planning mechanism, the result of the interaction between the two. Taking Paris-London as an example, this paper makes a quantitative calculation of the dynamic mechanism of city connectivity, and finds that there are double asymmetries in the dynamic mechanism: on the one hand, the dynamic of Paris to London is higher than that of London to Paris;on the other hand, the dynamic of market demand is higher than that of government planning, among which the largest contribution is the number of multinational consulting companies, air travel connection degree, foreign relations connection, the frequency of public transport, etc. The conclusion of this paper is that the government planning and market demand of different cities need to seek a balance in the goal orientation of differentiation to drive the continuous optimization of city connectivity. The government planning and design in city connectivity should comply with the objective law of the market;develop the intensive city connectivity mode guided by public transport;identify the multi-centralized city network;improve the land use efficiency at the junction of cities;and explore the appropriate "breaking" of administrative boundaries to improve the level and convenience of city connectivity.
