油气管道国际工程项目竣工文件管理探讨

摘　　要：竣工文件是工程建设施工活动中的真实记录,也是工程检验合格和工程款拨付的重要依据。结合孟加拉单点系泊工程实例,详细介绍竣工文件编制规划涉及的工程划分、卷册划分、工程表格编制、文件编制注意事项、竣工文件份数等各部分内容;竣工文件过程管理涉及的管理与审核措施等;竣工文件组卷、装订、移交管理中的各项注意事项等。并总结指出,不同国家的工程项目没有统一遵守的竣工文件管理规定,国际项目的竣工文件应以国内竣工文件管理规定为基础,兼顾国际项目管理惯例和业主的要求;竣工文件的编制计划和管理应贯穿项目整个过程,做到竣工文件与工程进度同步完成。The completion documentation is the real record of project construction activities,and is also the important basis for the project qualified inspection and the appropriation of project funds.Combined with the example of Bangladesh SPM Project,this paper introduces in detail the completion documentation compilation plan regarding project division,volume division,project form preparation,matters needing attention in document preparation,number of copies of completion documentation,and so on;the management and audit measures involved in the process management of completion documentation;the matters needing attention in volume grouping,binding and handing over management.It is concluded that there is no uniform regulations on the management of completion documentation in different countries,and the completion documentation of international projects should be based on the domestic regulations on the management of completion documentation,taking into account the international project management practices and the requirements of the owners.The compilation plan and management of the completion documentation should be carried out throughout the whole progress of the project to achieve the synchronous completion of the documentation and the project progress.
