外来人口密集地区宜居街区建设的路径探索——以昆山市中华园创建省级宜居示范街区为例

摘　　要：基于建设"美丽中国"和江苏省建设全国唯一"美丽宜居试点省"的大背景,文章以昆山市中华园创建省级宜居示范街区为例,依据中华园街区外来人口高度密集的社会环境特征,立足"以人民为中心"的设计理念,提出"人—境—城—治"四位一体的宜居示范街区缔造思路,分别从满足街区人群美好生活需求、优化公共空间环境品质、推动城市整体功能提升、构建街区长效自治联盟等视角出发,提炼总结外来人口高度密集地区创建宜居示范街区的技术路径,并为同类地区开展美丽宜居城市建设,实现高质量发展做出积极有益的探索。Based on the background of building"beautiful China"and Jiangsu Province as the only"beautiful and livable pilot province"in China,according to the characteristics of high density of migrant population,this paper takes Zhonghuayuan Block in Kunshan City as an example,putting forward the idea of"Human-Environment-City-Governance"livable demonstration block.From the perspective of meeting the needs of better life,optimizing the environmental quality of public space,promoting the overall function of the city,and building a long-term autonomous alliance of blocks,this paper summarizes the technical path of building livable demonstration blocks in areas with high density of migrant population.It is also expected to make positive and useful explorations for the construction of beautiful and livable cities and the realization of high-quality development in similar areas.
