北京地区老年长期护理保险发展研究

摘　　要：北京地区经济发达、老龄化问题严峻,增加了居民对老年长期护理的需求。从2016年开始,北京地区开始政策性老年长期护理保险试点,社会老年长期护理保险得到一定程度的发展。但无论从制度设计还是从商业保险的补充发展上,北京地区老年长期护理保险的发展都有待继续加强。可以从增强对老年长期护理风险认识、重视“防患于未然”、控制给付水平以及促进商业老年长期护理保险发展等多个方面促进北京地区老年长期护理保险的可持续发展。Beijing s developed economy and serious aging problem have increased residents demand for long-term care for the elderly.Since 2016,Beijing has started the pilot of policy based long-term care insurance for the elderly,and the social long-term care insurance for the elderly has been developed to a certain extent.However,whether from the system design or the supplementary development of commercial insurance,the development of long-term care insurance for the elderly in Beijing needs to be further strengthened.We can promote the sustainable development of long-term care insurance for the elderly in Beijing from many aspects,such as enhancing the understanding of the risk of long-term care for the elderly,paying attention to“prevention”,controlling the payment level and promoting the development of commercial long-term care insurance for the elderly.
