摘 要:利用2010—2016年淮河生态经济带21个地级市的面板数据,采用三阶段DEA方法,剔除环境变量的影响,同时分离管理无效率因素,研究淮河生态经济带节能减排效率。结果发现:研究期内淮河生态经济带节能减排效率呈现上升趋势,但效率值未处在前沿面,主要是由于规模效率较低,说明在规模效率方面仍具有较大的提升空间;不同城市之间的节能减排效率存在差异,江苏沿淮城市节能减排效率较高,而安徽和河南沿淮城市节能减排效率相对较低。在研究的基础上,提出改进地区节能减排效率的对策建议。In order to study the efficiency of energy conservation and emission reduction in the Huaiheeco-economic zone,the panel data of 21 prefecture-level cities in the Huaiheeco-economic zone from 2010 to 2016 were selected as the samples,and the three-stage DEA method was used to eliminate the impact of environmental variables and separate management inefficiencies.The results show that during the study period,the efficiency of energy saving and emission reduction in the Huaihe Eco-economic Zone shows an upward trend,but the efficiency value is not at the forefront,mainly due to the low scale efficiency,indicating that there is still a large room for improvement in scale efficiency.There are differences in energy conservation and emission reduction efficiency between different cities.The energy conservation and emission reduction efficiency of cities along the Huaihe River in Jiangsu is relatively high,while the energy conservation and emission reduction efficiency of cities along the Huaihe River in Anhui and Henan is relatively low.Finally,some countermeasures are proposed so as to improve regional energy saving and emission reduction efficiency.
