摘　　要：突发事件爆发常伴有网络舆情扩散蔓延,若对网络舆情识别不清、管控不当、治理不利,易引发社会恐慌、激化社会矛盾、冲击社会稳定,甚至酿成意识形态事件。研究突发事件网络舆情演化模式及其内在规律,从完善监测预警机制、掌控正确舆情导向、提升舆情处置时效、把握全程管控基调、建立健全法规制度等多种途径实现网络舆情管控科学化、制度化和法制化。The outbreak of social security emergency is often accompanied by the spread of Internet public opinion.If the identification of Internet public opinion is not clear,the control is improper,and the governance is unfavorable,it is easy to cause social panic,intensify social contradictions,impact social stability,and even lead to ideological events.This paper studies the evolution mode and internal law of Internet public opinion in social security emergencies,and realizes the scientific,institutionalized and legalized management and control of Internet public opinion by improving the monitoring and early warning mechanism,controlling the correct guidance of public opinion,improving the timeliness of public opinion disposal,grasping the whole process of management and control,and establishing and improving laws and regulations.
